Authority Access & Engagement Policy

Effective 26 June 2026 onwards, this document sets out standards for authorities using the FixASB authority portal.

Purpose

FixASB exists to help communities document persistent anti-social behaviour and other public safety issues affecting places.

Better information leads to better decisions. Authority access is intended to support evidence-based problem solving, improve accountability and strengthen public confidence through constructive engagement between communities and the organisations responsible for public safety.

This policy explains how police forces, local authorities and other authorised organisations may access information through FixASB, what information may be available to them, and the standards we expect when that access is used.

Our aim is to improve communication and problem-solving while protecting the privacy of people who use the platform.

Who may receive authority access?

Authority access may be provided to organisations with a legitimate public safety, community safety or regulatory role, including:

  • Police forces
  • Local authorities
  • Community Safety Partnerships
  • Registered social landlords and housing associations
  • Business Improvement Districts (where appropriate)
  • Other public bodies or organisations approved by SafetyScore Limited

Access is provided only to named individuals using verified organisational email addresses wherever reasonably practicable.

We reserve the right to approve, refuse, suspend or withdraw authority access at any time.

Levels of access

Different organisations and users may receive different levels of access depending on their role and operational responsibilities.

Subject to the permissions granted, authorised users may be able to:

  • view additional non-public information relating to issues within their area of responsibility
  • update the status of an issue
  • record actions taken
  • provide public updates on progress
  • communicate with contributors where appropriate

Access is granted only to the extent reasonably necessary to fulfil legitimate public functions. Authority users sign in with a signed link sent to an approved work email address, not with an authenticator app.

Contact details

Contributors remain in control of their personal contact information.

Names, email addresses and telephone numbers are not shared with authorities unless:

  • the contributor has expressly chosen to share them; or
  • SafetyScore Limited is required to disclose them by law.

Authorities must not attempt to identify anonymous contributors or obtain contributor identities through other means without lawful authority.

Appropriate use

Authority access is provided solely to support legitimate public functions.

Authorised users must only access information where it is relevant to their professional responsibilities.

Authority access must not be used:

  • out of personal curiosity
  • for political campaigning or party political purposes
  • for commercial marketing
  • to identify anonymous contributors without lawful authority
  • to monitor or suppress legitimate criticism
  • in any manner inconsistent with applicable law

Authority Engagement Charter

FixASB is intended to support constructive engagement between communities and the organisations responsible for keeping places safe.

By accepting access to the authority portal, organisations acknowledge the following principles.

Act in the public interest

Information accessed through FixASB should be used to support legitimate public safety, community safety or regulatory functions, with the aim of preventing harm, resolving persistent issues and improving outcomes for communities.

Respect contributors

People who create or support issues are helping to improve the evidence available about problems affecting their communities. Authorities should engage with contributors respectfully and professionally, recognising that many have invested significant time in documenting persistent issues.

Protect privacy

Authorities must respect the privacy choices made by contributors. Contact details may only be used where they have been voluntarily shared for that purpose and must not be used for unrelated activities.

Be accurate and transparent

Where authorities provide updates through FixASB, those updates should be accurate, factual and proportionate. Authorities should not knowingly provide misleading information or create a false impression that action has been taken where it has not.

Engage constructively

Where appropriate, authorities are encouraged to acknowledge issues, explain what action is being taken and provide meaningful progress updates. Honest communication helps build trust, even where immediate solutions are not available.

Respect the independence of FixASB

FixASB is an independent platform operated by SafetyScore Limited.

Authority access does not confer editorial control over the platform or its content. SafetyScore Limited independently determines how the platform operates, how content is moderated and whether content should be removed.

Requests to amend or remove content will be considered on their individual merits, taking account of applicable law, our Terms of Use and our moderation policies.

Use the platform responsibly

Authorities should access only information that is relevant to their professional responsibilities and should always use the platform fairly, proportionately and responsibly.

Failure to comply with these principles may result in authority access being suspended or withdrawn.

Confidentiality

Some information available through the authority portal is not available to the general public.

Authorities are responsible for handling information obtained through the portal in accordance with their own legal obligations, including data protection, information security, records management and applicable professional standards.

Audit and accountability

To protect contributors and maintain trust in the platform, SafetyScore Limited maintains audit logs of authority access.

Audit information may include:

  • user identity
  • organisation
  • login activity
  • pages viewed
  • actions performed
  • the date and time of access

These records help us investigate suspected misuse, maintain platform security and demonstrate accountability.

Authority updates

Authorised organisations may update issue records to reflect matters such as:

  • acknowledgement that an issue is known
  • enquiries or investigations underway
  • action taken
  • partnership activity
  • resolution of the issue
  • other relevant factual updates

Updates should be objective, proportionate and evidence-based.

SafetyScore Limited may moderate, edit or remove updates that are inaccurate, misleading, abusive or otherwise inconsistent with this policy or our Terms of Use.

Independence

FixASB is an independent civic platform operated by SafetyScore Limited.

Authority access is intended to facilitate better communication and evidence-sharing. It does not create any partnership, agency relationship or endorsement between SafetyScore Limited and any authority using the platform.

Authorities cannot require the removal, amendment or suppression of lawful content simply because they disagree with it. Any requests concerning content will be assessed independently and in accordance with applicable law.

Suspension or withdrawal of access

SafetyScore Limited may suspend or permanently withdraw authority access where we reasonably believe:

  • this policy has been breached
  • authority access has been misused
  • account security has been compromised
  • access is no longer required
  • an authorised user no longer performs an appropriate role
  • continued access would present an unacceptable risk to contributors or to the integrity of the platform

Where appropriate, we may require organisations to nominate replacement users before restoring access.

Changes to this policy

We may amend this policy from time to time to reflect changes in legislation, technology or the operation of FixASB.

The latest version will always be published on this website.
